PAC Orders Deputy HR Head at Environment Ministry to Refund GHC31,847

The Public Accounts Committee (PAC) has directed Ibrahim Muniru, Deputy Head of Human Resources at the Ministry of Environment, Science, and Technology, to refund GHC31,847.00 after authorising salary payments to a staff member who had abandoned his post.


Findings from the Auditor-General’s Report revealed that Abdul Hakeem Iddrisu, an employee of the ministry, was absent for 109 working days between March and August 2024, despite receiving two absenteeism queries from his supervisor.


Despite these warnings, Mr. Muniru continued to validate his salary payments—a decision the Committee described as a clear violation of financial regulations and administrative procedures.

During its sitting on Wednesday, October 1, 2025, Committee Chairperson Abena Osei-Asare criticised the HR officer, saying.


“You knew he wasn’t at work, his supervisor had raised queries, and yet you kept validating his salary. All these matters were brought to your attention, but you ignored them.”


The Ranking Member, Samuel Atta-Mills, reinforced the directive:

“Whoever did the validation must pay the GHC31,847.00. Auditors, ensure the payment is made. He’s in the office, he may even be watching us, but within 90 days, he has to pay this amount.”

Mr. Muniru has been given a 90-day deadline to refund the money.
