CJ Suspension: Committee Submits Report on First Petition Against Torkornoo to Mahama


The Article 146 Committee of Inquiry has presented its first report on petitions seeking the removal of Chief Justice Gertrude Torkornoo to President John Mahama.


At a brief ceremony at the Jubilee House, Committee Chairman Justice Gabriel Scott Pwamang recalled that three separate petitions were filed with the President in March 2025, invoking Article 146 of the 1992 Constitution to request the Chief Justice’s removal. The petitions were subsequently referred to the Committee in line with constitutional procedure.

Inaugurated on May 15, 2025, the Committee conducted its hearings in camera, as required by law. Testimonies were received from Daniel Ofori, the first petitioner, along with thirteen witnesses. The Chief Justice personally defended herself before the panel, supported by twelve witnesses, including experts. Both parties, represented by four lawyers each, tendered a combined 10,000 pages of documentary evidence.


Justice Pwamang emphasized that the panel’s work was impartial and thorough. “After critical and dispassionate examination of all the evidence, we have, without fear or favour, arrived at a recommendation on the first petition,” he said before handing the sealed report to the President.


The Committee also revealed that the second petitioner, together with the Chief Justice, requested an adjournment in relation to the second petition—a request that was granted. Reports on the second and third petitions are expected in due course.


While proceedings were not open to the public, the Committee clarified that its work was conducted transparently within the bounds of constitutional requirements.
