PAC Orders Arrest of Energy Ministry Geologist Who Absconded After Study Leave


The Public Accounts Committee (PAC) of Parliament has directed the Ministry of Energy and Green Transition to collaborate with the Ministry of Foreign Affairs and the police to arrest Ms. Yaa Serwaa Gyan, a former staff member who allegedly absconded after benefiting from a fully sponsored study leave.


According to the Auditor-General’s report, Ms. Gyan received over GH₵120,000 while on study leave with the agreement that she would return to serve her bond obligation. However, she failed to resume duty and has since vacated her post.


At its latest sitting, PAC members expressed strong displeasure over the matter and ordered her immediate arrest and recovery of the funds.

“Our checks show that she left the country more than a year ago… we are told she has gone to the US,” an Energy Ministry official confirmed when questioned by the Committee.

Ranking Member of the Committee, Samuel Atta Mills, insisted that law enforcement and the Foreign Affairs Ministry be brought into the matter.
“Get the police involved. Government cannot be paying for people to go on study leave only for them to abscond. That is not fair,” he stressed.


Mr. Atta Mills further emphasized that the guarantor who signed on her behalf must also be held responsible.


“If you guarantee for someone, you must ensure they honour their obligation. This is corruption. Corruption is not only about politicians. Is that man a politician? A member of parliament? A government appointee? Look at what he has done,” he said, urging the police to pursue the guarantor as well.


The Committee has given the Energy Ministry 30 days to report back with progress on the case.
