Tema Oil Refinery (TOR) and the Petroleum Hub Development Corporation (PHDC) are joining forces to train 500 Ghanaian youth in vital skills for the oil, gas, and petrochemical sectors. This strategic initiative aims to strengthen the country’s energy workforce and boost local participation in Ghana’s growing petroleum industry.
The partnership was agreed in principle during a high-level meeting at TOR’s premises, where both organisations reaffirmed their commitment to youth empowerment and capacity-building.

TOR’s Acting Managing Director, Edmond Kombat, Esq., welcomed the PHDC delegation, which was led by the Acting Deputy Managing Director, Mr. Onasis Rosely. During the meeting, both sides underscored the importance of equipping young Ghanaians with practical, industry-relevant skills.
The upcoming training programme will make use of TOR’s technical infrastructure, experienced personnel, and industry expertise to deliver hands-on instruction in oil and gas operations. It will include modules on technical processes, safety standards, and practical fieldwork, targeting youth from various regions across Ghana.
“This collaboration is a proactive response to the increasing need for skilled professionals in Ghana’s energy sector,” said Mr. Kombat. “TOR has both the infrastructure and human resource capacity to support this transformative agenda.”
The PHDC, which is leading the development of Ghana’s Petroleum Hub, views the partnership as a crucial step toward strengthening local content and ensuring Ghanaian youth are prepared for future opportunities across the upstream, midstream, and downstream value chains.
“We’re not just preparing young people for jobs—we’re helping to build the foundation of an industry,” said Mr. Rosely. “Ghana’s ambitions in the energy space demand a skilled, local workforce, and this initiative is an important piece of that puzzle.”
Also in attendance at the meeting were TOR’s Acting Deputy Managing Director, Alhaji Mustapha Abubakar Batalima, and other senior officials, who expressed optimism about the programme's potential to drive sustainable development in the sector.
