The Government of Ghana has introduced an amendment to the Energy Sector Levy, increasing the cost of fuel by GH¢1 per litre.
According to the Finance Minister, Dr. Cassiel Ato Baah Forson, the additional revenue will be used to pay debts owed to Independent Power Producers (IPPs), who supply the electricity distributed by ECG to homes and businesses. The move is aimed at helping resolve the ongoing power supply challenges, commonly referred to as "DUMSOR."
However, the minority in Parliament has opposed the measure, describing it as a disguised return of the recently scrapped E-levy. They argue that consumers are now being burdened with an extra GH¢1 per litre at the pump to address the energy sector’s financial shortfalls and debt obligations.
This follows Parliament's approval of the Energy Sector Levy (Amendment) Bill, 2025, under a certificate of urgency, on Tuesday, June 3.
