Government approves 9% salary increase for public sector workers


The government has announced a nine percent (9%) salary increment for all public sector employees under the Single Spine Salary Structure (SSSS) for the 2026 fiscal year.


Alongside this, the National Tripartite Committee has agreed to a 9% upward adjustment in the National Daily Minimum Wage, increasing it from GH¢19.97 to GH¢21.77. The new wage takes effect from January 1 to December 31, 2026.


The agreement, signed on Tuesday between the Government of Ghana—represented by the Fair Wages and Salaries Commission (FWSC) and the Ministry of Finance (MoF)—and Organised Labour, marks the conclusion of successful negotiations aimed at maintaining industrial harmony and supporting economic stability.

In a statement, Finance Minister Dr. Cassiel Ato Forson commended Organised Labour for their cooperation and patriotism, stressing that the adjustment was consistent with the government’s ongoing efforts to sustain Ghana’s economic recovery. He reaffirmed the administration’s commitment to reducing inflation and enhancing the living standards of workers.


“We promised to stabilise the economy during the 2025 base pay negotiations, and we have delivered on that commitment,” Dr. Forson stated.

He further assured that the Ministry of Finance, working closely with the FWSC, would ensure full implementation of all agreed provisions to improve conditions of service.


Minister of Employment and Labour Relations, Dr. Rashid Pelpuo, lauded both parties for the constructive dialogue that led to the agreement, emphasizing government’s commitment to preserving labour peace and economic growth.


Chief Executive of the Fair Wages and Salaries Commission, Dr. George Smith-Graham, also expressed appreciation to Organised Labour for their role in the nation’s economic recovery.


On behalf of Organised Labour, TUC Secretary-General Joshua Ansah acknowledged the sacrifices of workers in accepting the nine percent increment. He urged government to avoid introducing new taxes or tariff adjustments that could negate the benefits of the raise and called for strict adherence to all commitments made during the negotiations.


“We expect government to honour every promise made, to ensure that workers truly benefit from this increment,” he added.


Signing of agreements

The communiqué on the National Daily Minimum Wage was jointly signed by:

  • Dr. Abdul-Rashid Pelpuo, Minister of Labour, Jobs and Employment

  • Dr. Cassiel Ato Forson, Minister of Finance

  • Dr. Emmanuel Adu-Sarkodie, for the Ghana Employers Association

  • Joshua Ansah, Secretary-General of the Trades Union Congress (TUC)


The base pay agreement was signed by Dr. George Smith-Graham, CEO of FWSC, on behalf of government, and Mr. Ansah for Organised Labour.


The signing ceremony was witnessed by Dr. Cassiel Ato Forson for government and Dr. Isaac Bampoe Addo, Executive Secretary of the Civil and Local Government Staff Association, Ghana (CLOGSAG), representing Organised Labour.
