The Office of the Special Prosecutor (OSP) has disclosed that neither its investigations nor a parallel inquiry by the United States Federal Bureau of Investigation (FBI) uncovered direct evidence of corruption in relation to seized funds and frozen bank accounts linked to former Sanitation and Water Resources Minister, Cecilia Abena Dapaah, and her associates.
The OSP launched its probe in July 2023 following the discovery of large sums of money and other valuables connected to Ms. Dapaah. The case quickly drew public attention and led to heightened scrutiny of her financial dealings.

In its 2025 half-year report, the OSP stated:
“After nearly seven months of extensive investigation by the Office and a parallel inquiry by the Federal Bureau of Investigation (FBI) in the United States, no direct and immediate evidence of corruption was found in respect of seized funds and frozen bank accounts linked to Ms. Dapaah and her associates – though the investigation identified strong indications of suspected money laundering and structuring, beyond the direct mandate of the Office.”
The OSP’s findings suggest that while corruption allegations could not be substantiated, other possible financial crimes remain under suspicion, raising the prospect of further inquiries by relevant agencies with jurisdiction over money laundering offences.
