The Office of the Special Prosecutor (OSP) has revealed that it is currently investigating 67 major cases of suspected corruption and related offences involving state institutions, state-owned enterprises, and private companies.
In its half-year update on Tuesday, August 19, 2025, the OSP noted that the probes cut across critical sectors, including natural resources, aviation, education, procurement, payroll administration, health, utilities, sports, and land management.
High-Profile Investigations
Among the headline cases is a wide-ranging probe into the Minerals Income Investment Fund (MIIF) covering payments linked to Agyapa Royalties, small-scale mining initiatives, lithium and gold projects, board expenditures, land acquisitions, and contracts between 2020 and 2024. Several firms, including Asante Gold Corporation, ElectroChem Ghana Limited, and Goldridge Ghana Limited, are under scrutiny.

Other ongoing investigations include:

Ghana Airports Company Limited – suspected corruption in contracts and operations (2020–2024).

Ghana Education Service – large-scale sale of teacher appointment letters and laundering of proceeds.

National Commission on Culture – extortion and corruption relating to staff salaries and arrears.

Ghana Revenue Authority/Tata Consulting Services – procurement irregularities in awarding the Integrated Tax Administration System (ITAS) contract.

National Service Authority – recruitment-related corruption (2020–2024).

Ministry of Health/Service Ghana Auto Group Ltd. – contracts and payments for servicing 307 ambulances.

National Cathedral Project – procurement of contractors and materials, as well as payments made by government and the Cathedral Secretariat.

Tema Oil Refinery/Tema Energy Processing Ltd. – contractual and operational breaches.

Electricity Company of Ghana (ECG) – termination of a network improvement project contract with BXC.
Payroll Fraud Investigations
In collaboration with the Controller and Accountant General’s Department (CAGD), the OSP has also launched a nationwide corruption risk assessment into government payroll administration.
A pilot exercise in the Northern Region uncovered “ghost names”—including deceased and untraceable staff—leading to the blocking of GHS 2.85 million in unearned monthly salaries. This action is projected to save the state over GHS 34.2 million annually, with additional prosecutions and recoveries underway.
Other Key Areas of Investigation

State and Stool Lands – sale, lease, and disposal of state properties since 1993.

Illegal Mining (Galamsey) – corruption linked to the Ministry of Lands, Forestry Commission, Akonta Mining, foreign nationals, and certain MMDCEs.

National Sports Authority – questionable contracts with companies including Acoma Green Consult and STC Clinic.

Ghana Water Company Ltd. – contract irregularities involving several firms.

Customs Division of GRA – advance rulings, markdowns, and auction sales between 2016 and 2022.

Bank of Ghana & Financial Sector Clean-up – alleged corruption linked to collapsed banks and financial institutions.

Estate of Kwadwo Owusu-Afriyie (“Sir John”) – alleged improper acquisition of protected state lands at Achimota Forest and Sakumono Ramsar site.
Convictions and Ongoing Cases
The OSP confirmed it has already secured six convictions and restitution payments to the state during the period under review. In addition to the 67 full investigations, the office is handling 152 preliminary cases, which may be advanced if deemed within its mandate.
The OSP stressed that these measures form part of broader efforts to curb systemic corruption, safeguard public resources, and strengthen accountability across Ghana.
