The Krachi West district is located at the Western part of the region along the Volta Lake. It
shares boundary with the Krachi Nchumuru district to the North-East, the Volta Lake to
the South-West and Krachi East district to the East.

PRE-INDEPENDENCE TRADITIONAL AND POLITICAL
BACKGROUND OF KETE-KRACHI
 Kete-Krachi served as an important traditional political town in Ghana before
the country’s independence in 1957.
 Krachikrom [‘Ↄpe’] was the traditional capital and home to the Krachiwura
and his divisional chiefs.
 The dominion of the Krachiwura extended to areas as far as Kojokrom, Kajaji,
Bassa and to the Dwan speaking people including Lemu, Kyeame Krom and
Wiase which are all now in the Bono-East region.
 The jurisdiction of the Krachiwura also extended to Bejamse, Zongo Macheri,
Boafri, Anyinamai, Grubi, Banda, Papatia and Chinderi which now form the
Krachi Nchumuru district.
 Other traditional areas like Njare, Kabanwule in the Kpandai District in the
Northern Region, then Damanko, Nkwanta, Tutukpene, Pampawie,
Brewaniase in present day Nkwanta South and Nkwanta North districts were
all under the Krachi Native Auhtority [Krachi Traditional Council].
 Tapa in present day Biakoye district and Dapaa and Dodo Amanfrom in
present day Akan district were all under the jurisdiction of the Krachi Native
Authority[Krachi Traditional Council].

BRIEF POLITICAL SYSTEM

 During the colonial era when Lome was the administrative
headquarters of the Germans, Kete-Krachi was one of the district head
offices alongside Ho, Kpando, Yendi [Ghana], Sassamango and Kpalime
in present day Togo, (Greenwood Report, 1958).

POST INDEPENDENCE POLITICAL SYSTEM
Kete Krachi is the capital of the Krachi West district. In the newly
created Oti Region.
Kete-Krachi was the district capital of the then Krachi District which
was made up of present day Krachi West, Krachi East, Krachi
Nchumuru, Nkwanta North and Nkwanta South Districts. The last of
the five to be created was Krachi Nchumuru district, which was calved
out in 2012 following that of Krachi East district in 2004. Currently,
Kete-Krachi is the capital of Krachi West District.

ETHNIC DIVERSITY

 The indigenes of Kete-Krachi are the Kaakyes, one of the major
Guan ethnic groups in the country.
 The town in the past served as home to most ethnic groups.
Currently the town has diverse ethnic groups from various parts of
Ghana and Africa as residents and also do various businesses.

 The presence of some of the tribes in the town can be traced to
pre-independence. The tribes in Kete-Krachi are Konkomba,
Chokosi, Bator, Anlo, Ada, Fante, Dangomba, Hausa, Gonja, Frafra,
Basare, Ningo, Kabre, Wala, Gruma, Asante, Kotokoli, Nawuri etc.
 There are other ethnic groups such as Yuruba and Zambrama who
reside in Kete-Krachi.

ECONOMIC VIABILITY

• Prior to the emergence of the lake and the resultant inundation of
the old Kete-Krachi by the water, the town hosted one of the
biggest markets in the country rivalling the likes of Kintampo and
Salaga markets.
• In recent times too, the Kete Krachi Lake side market, popularly
known as “Kuada Bi Yε” has also become a very prominent market
and destination for all sources of food supply [fish, yam, cereals,
vegetables], livestock, clothing etc
• The market attracts traders from all over the country and beyond.
• Traders from Accra, Ada, Koforidua, Somanya, Sogakope, Adidome
and Ho and others from Kumasi, Sunyani, Ejura, Mampong,
Kintampo, Nkoranza, Techiman, Atebubu, Sampa, Chereponi,
Bimbila, Tamale and many more from Kojo Krom, Dambai,
Tutukpene and Nkawnta.

• Besides, people from the West African sub region such as Burkina
Faso, La Cote D Ivore and Togo converge in Kete Krachi on market
days.
• Kete Krachi with its viable economic activities is therefore vibrant
and self-sustaining enough and capable of hosting the regional
capital of the new Oti Region.

The people of the new Oti Region have not received their fair share
of development. There are therefore very high expectations that
the creation of the region will speed up development in the area.
The obvious fact is that the major towns vying to be considered as
regional capital for the Region lack the basic infrastructure for a
smooth start of regional administrative tasks should they be given
that status. The bigger danger is that government will have to
commit huge resources into providing infrastructure in any of these
towns to bring it up to the status as a regional capital. This will
deprive the other towns in the region the development they had
hoped for.

 The call on the government to consider Kete-Krachi for the
Regional capital is based on the fact that every facility that
would be needed to kick start regional administrative functions
exist in the town. Government will therefore have the laxity of
directing resources to providing non existing facilities to the
other towns in the region.

Urban housing typology varies from city-to-city. This is as a result of difference in
culture, topography of land, local climate, technology available, land values and
building regulations. Kete-Krachi is a mixture of both Volta River Authority (VRA)
resettlement housing forms and non-VRA resettlement houses. This came as a
result of population growth and urbanization over the past decade.Apart from
the existing infrastructure, Kete-Krachi has sufficient private accommodation at
standard levels that could be rented for use as residential facilities for workers
and visitors that will be posted to work in the region. The housing types include;

single storey traditional compound houses, VRA resettlement houses, self-
contained apartments, bungalows and block of flats. In total Kete-Krachi has over

4,600 housing units and 2,840 households

ENERGY SUPPLY
Kete-Krachi is connected to the National Grid and has reliable supply of
power. The amount of power supply to the town is sufficient to power
regional offices, industries, shops, and other establishment. Volta River
Authority [VRA]/NED presently runs an office in Kete-Krachi and has
acquired land for expansion.
WATER SUPPLY
There are available sources of water in Kete-Krachi. The town enjoys
reliable supply of cold water to most parts of the town. There are number
of mechanised borehole done by private individuals to augment water
supply to all households
TELECOMMUNICATION AND INFORMATION SERVICES
 All the major telecommunication networks have been duly established
in Kete-Krachi. They have erected and installed giant masts and offices
in Kete-Krachi. They also provide very reliable networks in Kete-Krachi.
 There is also the Ministry of Communication facility well established in
Kete-Krachi. There are two radio stations and a number of information
centers in the town

ACCESSIBILITY WITHIN OTI REGION
 It must be stated unequivocally that Kete Krachi can be accessed by
road, air and water, thus making it the only town in the Oti Region
that is accessible by all these major modes of transportation.
 Within the Oti Region, Krachi Nchumuru and Krachi West have direct
access to Kete-Krachi by road without having to cross any water
body.
 Other Districts within the Region such as Nkwanta North and South

can access Kete-Krachi by land using the Oti-Damanko-Nakpayiri-
Kpandai-Kete-Krachi road without crossing any water.

 The others can also use the Jasikan, Worawora, and Dambai Road but

will have to cross the Oti River at Dambai before reaching Kete-
Krachi. To enhance access to Kete-Krachi, Volta lake Transport

ACCESSIBILITY TO OTHER REGIONS IN GHANA

The whole idea of creating new regions is not only to
develop that particular region but to accelerate the
development of the entire country. The siting of any
regional capital should therefore, have a symbiotic
relationship with other regions and their capitals.

Kete-Krachi is 420km from Accra the national capital,
227km from Kumasi and 259km from Sunyani and
251km from Tamale among others. Thus, Kete-Krachi is
easily accessible to other Regions than many other
towns in the Oti Region. Travellers from Upper East,
Upper West, Northern Region and now Savannah and
North East Regions have direct access to Kete-Krachi by
land.

 Travellers from the other regions such as Ashanti, Brong Ahafo,
Western and the newly created Western North, Bono East and Ahafo
would have to cross the lake once from the Bono East in order to get
to Kete-Krachi by road.
 Other travellers from Volta, Greater Accra and Central Regions can
access Kete-Krachi by road by crossing the Oti River at Dambai.
 This is the best in the region since travellers would have to cross the
lake twice (the Volta Lake and the Oti River) to access the regional
capital should any other area be considered apart from Kete-Krachi.
 Kete-Krachi is the only town in the Oti Region with an Airstrip and a
functional Meteorological Service Department.
 The Airstrip has a vast land which was properly acquired by
government. The Airstrip can easily be developed into a Regional
Airport.

 Water bodies serve as an important tool for economic
development in advanced countries by serving as mode of
transportation and important tourists destination. However,
the potentials in water bodies are not fully being harnessed
for development in most Developing Countries. Though
Ghana has made some gains from some of its water bodies,
the natural feature has constantly been hindrance to socio
economic development.

 The Volta Lake is one such water body in Ghana which has
hindered socio economic development in its catchment area.
During the construction of the Hydro Electric Dam at
Akosombo, the entire Kete-Krachi town, and Nineteen [19]

communities of Krachi were totally submerged by water. Kete-
Krachi and its surrounding communities were resettled to

their present location as a result of this.

The present location of Kete-Krachi is the result of the
sacrifices the people made during the construction of the
Hydro Electric Dam and as such, it should not be used
against the town in consideration for a Regional Capital.
Inference should be made to the Equatorial Guinea
whose capital Malabo, is an island, separated from the
rest of the country and smaller in size as compared to the
rest of the country.

Just as Malabo which is even a complete Island serves
the people of Equatorial Guinea, so can Kete-Krachi serve
Oti region as capital should it be considered. The location
of Kete-Krachi should be seen as a blessing and a
potential avenue for developing the already existing
South-North water transport system and the water
tourism sector.

CONCLUSION

 The present location of Kete-Krachi is as a result of the sacrifices the
people made during the construction of the hydroelectric dam to
provide energy for the entire nation and as such it should not be used
against the town and the good people of the area in consideration for
the Oti regional capital.
 Moreover, the presence of the airstrip with its Meteorological Services
Department, the Divisional Police Headquarters, the GBC Radio
Station [Kaakye FM] and GBC Digital Terrestrial Station TV, Vibrant
Traditional Council, Navy Detachment, Military Camp, RTF, WAEC [PC],
DVLA, Ghana Highways Authority, Community Technical, Lake landing
Port among others makes Kete-Krachi the best location for the Oti
Capital.
 Kete-Krachi, has all the basic infrastructure to kick start a new region
and these infrastructure can be expanded at less cost to conserve
money for other purposes.
 It is therefore clear that government would not incur much cost for
siting Oti Regional Capital in Kete-Krachi.
