President John Dramani Mahama has lifted the temporary ban on the sale and lease of state lands, paving the way for renewed transactions under stricter transparency and accountability measures.
The moratorium, which began on January 10, 2025, was instituted to allow for a comprehensive review of Ghana’s land administration system. Speaking at the swearing-in of the new Lands Commission Board on Tuesday, September 2, 2025, President Mahama said the review uncovered serious lapses that required urgent reforms.

“My government placed a temporary freeze on state land transactions to thoroughly audit contracts. This process has provided critical insights into weaknesses in our system and highlighted the reforms we must undertake,” he stated.
He announced that moving forward, all land deals will undergo a digitized verification and approval process, subject to strict oversight, to safeguard integrity and rebuild public confidence.
“The lifting of the ban is not a return to old practices. It marks the beginning of a new, disciplined era of land administration—one grounded in transparency, fairness, and justice,” President Mahama emphasized.
